OP-2: commercial-zone operations
OP-2 is the certificate-of-registration path associated with operations in U.S. commercial border zones. The allowed operation is narrower than long-haul authority.
Before filing, document the intended border crossing, U.S. destinations, cargo movement, and whether the operation remains inside the applicable commercial zone.
OP-1(MX): long-haul operations
OP-1(MX) is the operating-authority path for a Mexico-domiciled carrier seeking to transport international cargo beyond U.S. commercial border zones.
The process includes a Pre-Authorization Safety Audit (PASA). Registration paperwork alone is not the same as demonstrating that the carrier has compliant safety-management systems.
