Follow the international movement

Keep dispatch, bill-of-lading, customs, pickup, delivery, and route records that show the cargo is moving in international commerce.

Treat domestic repositioning carefully

A new load moving only between two U.S. points can create cabotage and immigration consequences. Do not assume an empty move or broker instruction makes it permissible.

Train dispatch and drivers

Give dispatchers a stop-and-escalate rule for questionable loads. Drivers should know what documents must travel with the movement and whom to call before accepting a change.
